I created a table in PowerPoint and want to set a right align tab to each
row. When I highligth all rows my ruler disappears. Can I set a tab on
multiple rows in PowerPoint?

With a bit of planning - yes. Insert a table with only one row. Set all the
tabs you need. Place the cursor in the last column and press the Tab key to
insert the next row. It will inherit the tabs of the existing cells.
