PPT 2007 Always Adds Title Slide as New Slide

I created a template in PPT 2007, but when I add slides to a
presentation created with it, it always gives me a title slide, even
when I select some other layout. I can go in and change the layout
once it inserts the slide, but it should let me insert the layout I
want, correct?
