Does anyone know if you save a powerpoint presentation as
a .pps file, can anyone open it regardless of them having
powerpoint software where?

Not True....to view a powerpoint presentation (.ppt or .pps) you need either a full version of powerpoint (or Office
that includes powerpoint)
Or the free powerpoint 'Viewer'
