PPPoE connects, but don't work

Help me, please with this problem. I have configured
connection with my ISP using PPPoE, but doesn't work
correctly. It connect's, show the connection in tray. I
can ping an IP address of my ISP, but web pages couldn't
opening and E-Mail client shows an error "Could not open
socket". Under Windows 98 it was working fine
with "Efficient Networks Tango Manager".
P.S. My ISP says, that it is rare problem and sometimes it
takes place, but they don't know what to do. They
recommend to format my hard drive and install Windows XP
again. But I have just installed and configured Windows
and all my software.
P.S.S. Service Pack 1 and 1a is installed also.

Check your MTU settings. Sometimes pppoe requires a lower mtu than the
