I am researching for a poster on another news server the message:

The ppcdrv service failed to start due to the following error:
The system cannot find the file specified.

I know the principals of Sevice/Driver registry entries but know
nothing of "PPCDRV" and have no entries for same on my system. The OP
also has no files of similar name and only a single reference in the
registry:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Enum\Root\LEGACY_PPCDRV
\0000\
IOW no Services listing for PPCDRV.

Any information on the "PPCDRV" you may have would be appreciated. BTW
the OP does not have an HP NIC.

Mark,
Have you tried from the command line;

set DEVMGR_SHOW_NONPRESENT_DEVICES=1
start devmgmt.msc

View|Show hidden devices, then delete it.

No. I haven't directed the user to do that. We could try. Good
suggestion. Thanks.
But (if I can trust him) we have found nothing in the registry (logged
admin) anywhere in HKLM\SYSTEM\ (or HKLM for that matter), no Service
Mgr, no Drivers listing, No files (*ppc*)... Nothing but that LEGACY
entry (ENUM) and the error msg. Tough one.

Many third-party programs leave behind these LEGACY_XXX
device keys. If he has access to an image backup, take one and
then remove the key (use REGEDT32 instead of REGEDIT, and
set permissions on the key to Full Control, then delete it). Reboot
and see if any problems are detected in Device Manager or with
any of his application software.

Thanks for the input. It was found, (and via "NONPRESENT" Dave)!
Turns out the non-existent file ppcdrv.sys belongs/belonged to Pest
Patrol. The device was Uninstalled and error message is gone.
