I just started using Mobile 2003 that has CF built in. As I checked
cgautil, it has the original release.

I upgraded to SP2. I suspect that after a hard reset, I will end up with
the original release again. Is that true?

If it's true, can I "Flash" SP2 so that it will be the permanent
version?

This is true if you install the update as a RAM install. However you may
find that your device manufacturer releases a ROM update for the device
which includes the latest service pack. However this very much depends on
the manufacturer of the device. There is no way to build your own custom rom
with the SP2 for a consumer Windows Mobile device.

I mailed HP about this a little while ago, just after SP2 re-release
came out:

"As service packs are released for the .Net Compact Framework, will new
BIOS flashes become available that incorporate the service pack? For
example, we recently upgraded an iPaq from 2002 to 2003 but there was
still a requirement to install the
sp2 re-release of the Compact framework."

They responded:

"Our engineering team might include the service pack in the Bios
flashes at a later stage, as it has been incorporated for older model of
iPAQs. However, we do not have any ETA (Expected Time of Arrival) of
these inclusions.

Please monitor the above links " <snip>

I took that to mean that it will be incorporated if a serious enough bug
in the current flash is found.
