I'm not sure I understand what you're looking at. Are you referring to
the Design | Background Styles gallery, or are you talking about Design |
Background Styles | Format Background (or right-click the slide and
choose Format Background)?
Depending on the theme or template you're using, if you apply a
background style via Design | Background Styles gallery, then you can
right-click the slide, choose Format Background, and change the fill
there.
Ooooh, I think I see what you're after now. If you apply, for example,
the Apex theme and change the background style to one of the "streaky"
ones on the bottom row, then right-click and choose Format Background,
you can get to the Recolor button on the Picture tab of the dialog box.
I'm not sure where those are coming from. I suspect you could hack into
the XML and make the adjustments you want, but I don't think the images
are available for tweaking. You could use Office button | Save As and
save a blank slide as an image. Then Insert | Picture to reinsert the
image and tweak that using Picture Tools Format | Recolor | More
Variations | More Colors, which gives you access to all colors, not just
theme colors.

I want to change the color in a background style. The 'Format
Background' dialog box has a recolor button which allows for some
changes in color and brightness and contrast but is there a way to
completely change the color in these files?

files are located on the computer?
