Powerusers rights to delete or write temp file on local drives

It appears as well that it is impossible to write or
delete temporary files on a local drive (C: or D:) from
applications if the user is "Power User" (which most of
them are in our domain) - again the user must be Local
Admin.

Therefore all applications written with printer assignment
or temporary files assignment do not work.
 
Push out a logon scrit or group policy that sets the
permissions on whatever folder is in question to allow
power users to write.
 
I know you can push a script out to do so, but with only
Domain Groups not Local groups. Users are placed as Domain
Users. Domain user is then put into the PowerUsers group
locally. Group Policy does not appear to control the
rights locally on users pc.
