PowerPoint Startup Window

Upon PowerPoint startup, there is a window that provides an option to either
create a new presentation or open an existing presentation. How can I
re-enable that window to change the startup option?

I'm guessing you are using a really old version of powerpoint?

Anyway - have a look in the "tools" menu > "options" -

or try right clicking any of the menu tool bars for an appropriate option or
menu

Like TAJ said, this would be version 2000 or even 97.
Tools - Options - is the way to go, if I remember correctly you can choose
if you want the startup dialog
or not there.
 
There is no option in "Tools-Options" that I could find to enable this
startup window. Like I said, I'm using PowerPoint 2003 (not 2000 or 97).
 
More specifically, I'm running:
"Microsoft Office PowerPoint 2003 (11.8307.8221) SP3"

I cannot find any option in any of the "Tools-Options" tabs to enable the
startup window referenced below.
 
The sceen shot you linked is from 2000.

I believe what you want to do is click 'View:Task Pane' (control-F1) and
select 'Getting Started' if it is not already selected.
 
Control-F1 toggles the Task Pane.

My specific issue is that I do not want a new presentation opened every time
I launch PowerPoint. Is there an option somewhere in the Task Pane to change
this setting? Thanks-
 
No, there isn't. You can change your default template so it doesn't open to
a plain white slide, but PPT opens to a new, blank presentation and there's
no way to change that.

I knew if I said there wasn't a way, someone would prove me wrong. And here
you did it just before I even posted!
 
Getting close...if I use the command line "C:\Program Files\Microsoft
Office\OFFICE11\POWERPNT.EXE" /c then PowerPoint launches without opening any
documents, but also disables the Task Pane (even though it's checked in
TOOLS-OPTIONS). Is there a way to launch without opening a file, but WITH
the Task Pane?

I tried using the /o switch, but it opened a new document.
