Can a PowerPoint presentation be served from an Internet
website created using FrontPage 2002? If so, how would
visitors to the site view it? Would they have to have
PowerPoint? I'm obviously clueless but would appreciate
any information! Thanks!

Unless you save the presentation "as Web Page", the viewers would need
PowerPoint or the PowerPoint Viewer.

It's a little bit tricky, but you can have your PPT 2002 presentation play
on the Internet, including animations. I have one on my website; see
signature below. (Click on "Table of Contents and Site Map," then on
"PowerPoint Presentation," if you want to see it.)

Here's how to save your presentation in PPT and cause IE to play its
animations:

File > Save as Web Page ... >
Publish ... > Web Options ... >
Show slide animation while browsing

Unless your audience has PPT, they will need the free PPT 2003 Viewer; see
link earlier in this thread.
