Whenever I specify the indentations using powerpoint 2007 and then try
to open the same file with powerpoint 2003, all the bullets are
crammed to the left with the text right on top of them (no longer
hanging) and I have to reformat.
Are there any specifications for how to format in 2007 so that I may
also open it in 2003? I already have it checking for compatibility
with 2003 when I save the presentation.

PPT 2007 does indentation by individual line (individual bullet). PPT 2003
doesn't -- it's by level of bullet throughout the textbox. I think if you
make all the levels of indentation the same in 2007, it should work in 2003
then. (I'd have to test it to be sure, but that's my gut feeling.)

So, for example, make the 1st bullet have a 1/2" indent.

Make the 2nd bullet, which is 2nd level, have a 1" indent. Do the same for
the third bullet.

Make the 4th bullet level 1 again -- with a 1/2" indent.
