powercfg.cpl settings - default?

When creating new users under Win2K SP3 I get 'default'
settings that came with the install - Monitor off 5
minutes, Hard Drive off 10 minutes, etc. (just an example)
What I want to happen is if I create a new account I want
the default settings to be Always On.

I have changed HKEY_USERS\.DEFAULT\Control Panel\PowerCfg
to 3 for all users yet the same default settings still
occur.

Any thoughts, direction.

REGEDT32 -> HKU (you must be in the root of HKU) -> registry -> load
structure -> C:\documents and settings\default user\NTUSER.DAT

Change it there, unload the structure and new users will get the
settings.
..\DEFAULT is used by user SYSTEM
