The term "power user" is usually used by people who try to
impress others with their level of computer-related knowledge.
"I'm a power user; you're a newbie. I know much more than you."
In reality it's unspecific and means nothing at all.

In Windows XP, the power use group is a group of users who are
given permision to do more things than plain users, but fewer
than administrators. See

Check the Power Users group and User Right Assignment, you'll get some
ideas.
