Power User Privileges

What is the difference between running Windows 2000 on a desktop vs. a laptop?

I can only give our users "Power User" privildges. Some use a Garmin GPS
unit. Some people have both a laptop and desktop. The laptop and desktop
have the exact same settings. They have the same rights on both machines. I
install the software and add the GPS unit on both machines.

Then they logon to the desktop and connect the GPS and it works fine. They
logon to the laptop and Windows 2000 says...You do not have privileges to
install this device.

Why?
 
Might know the answer. Not sure. I will have to wait until the user comes
back from the field next week to check.

Tried the same thing on a older laptop running Windows 2000. It worked fine
on that laptop with the Power User account. When I tried to plug in the GPS
to another USB port on the same laptop as the power user, it gave the error
message that the user did not have privileges to install the device. So, it
could be something with that particluar laptop or the user is connecting it
to a USB port other than the one I set it up on.
