power user account

I currently have a user set up as a power user but there are few pograms that
they are not able to run uless they are set up as an adminstrator.
Is there a way to set an account so the user has all rights of an
adiminsitrator but not be able to modify accounts (type, password, picture
icon etc)?

A better way to handle this is to 1) call tech support for those
programs to see where the programs are trying to right and adjust the
permissions on just those folders/registry entries; 2) if you can't get
that information from the programs' tech support use Sysinternals' free
filemon and regmon to see where the programs are trying to write and
adjust permissions accordingly.
