I don't think there are any BIOS controls for the power supply fan, but you
should look. The start-stop action of chassis/CPU fans is controllable in
BIOS on some mobos, but I don't believe the mobo communicates with the power
supply about its fan.

Otherwise, sounds like a bad connection between the fan and whatever it's
connected to, or the thermal detection device in the supply has the same
problem. The standard answer is "Replace the power supply." If, IF you know
about discharging capacitors and soldering, go for a fix instead. Otherwise,
this isn't the device to learn with so replace the whole supply. (It's
dangerous to mess around in there if you aren't experienced with power
circuits. Seriously.)

Done a swap.My daughter has the problem now.

And she won't care, right? ;-)

The real risk here is that the fan fails completely and the system
overheats. That will make the system fail prematurely, or at least fail
sooner than you'd prefer. Or it may never overheat and fail. But it will
probably fail the night your daughter is working on a school big project
that is due the next day.

Some fans have an internal temperature sensor so that fan only runs
when needed. How do you know? Read a long list of specs that comes
standard with minimally acceptable power supplles.
