Power Surge on Hub Port

I updated XP Sp2 to XP Sp3 and added all the updates.

Now I get, especially when resuming from standby, the "Power Surge on Hub
Port" popup message, telling me a USB device is screwy--except I have no USB
devices in the system.

I read that this has been an ongoing problem: with answers to just disable
the popup (which does nothing to solve the problem) to Microsoft (several
years ago) confirming they know of the problem and their workaround is to
turn off USB 2 controller and go only with USB 1.

A few people said that MS has put out a fix. However I can't find it. (Dell
put out a patch for their computers, but this one isn't a Dell.)

Anyone know of the MS fix, or another fix, other than disabling USB 2?

What does the popup "actually" say ? ( verbatem )
 
I remember that there was
a fix by way of an update
file from microsoft.

it was particularly designed
for laptops.

but finding it now is like
looking for a needle in a
hay stack.
