Power Surge on Hub Port

I have a HP laptop - I'm unable to use the two external USB drive. And I keep
receiving the follow bubble "Power Surge on Hub Port". It instructs me to
click on the message and follow the direction. I do - and it tells me to
disconnect the devices from the USB port and depress reset. I have try this
several times but this does not work. Any suggestions or resolutions to this
problem?
 
Warranty repair? Are you trying to use both external drives
at same time on the same port?

Yes - because this is the design of my laptop. It has never given me a Power
Surge message before. However, I recently purchased a Skype Internet phone,
and when I connected the device to the USB port; I would receive a message
that the Internet Phone would operate faster if it was connected to a high
speed (2.0) USB port. But my laptop USB Root Hub (6 ports) are high speed. I
by-passed the message and continued to use Internet Phone with no problem,
until yesterday when I received an incoming call that I did not answer, and
shortly after that I started receiving the "Power Surge on Hub Port" bubble.
Unfortunately, as a result I am not able to connect any USB devices to my
laptop.
