Do power supplies like Zalman or Silenx come with wiring to attach it
to an on/off switch on the front of the computer case? I see power
supplies with an on/off switch on the back. Are people having to
reach around the back of the computer everytime they need to turn it
on and off?

The front on/off switch connects to the motherboard, not the power supply.

The power switch on the back is usually a true on/off switch which will cut
off all the power to the computer. The newer computers also have a switch
on the front of the computer that do not cut off all the power but place the
computer in a "standby" state. Much like your TV set with a remote control,
just enough circuits are powered up to take the "on " command. That allows
auch things as power up on lan or the power up when a key or mouse is moved.
