Power settings

Does anyone know how to make a user have the ability to
change power settings without elevating their rights?

I see no option in AD to grant the rights to power
settings.

In the thread below you will find a description on how to configure
a computer to allow normal users to alter power scheme settings
without being added to the Local Administrators group.
