power problem

Have a old computer with a Qs754 motherboard that I am
updating to xp but it has had a problem per the owner
since it was built that if you power it down it will not
start backup until you leave the power off for 10
minutes. The person it belongs to says you have to leave
it off for 20 minutes or more. I first tried leaving it
off for five minutes and it did not work. I then cut the
power again and waited another 10 minutes and it would
power up.
What it does is when xp stops it goes to the black screen
with xp windows in the center and a line that says it is
now safe to turn off your computer. If you hit the
power button for four seconds the computer powers all the
way down. If you then hit the power button again it
powers up and looks ad the cd drives but it does not load
bios or xp. The monitor stays black. Tried two
different monitors and check and changed the settings in
bios no help. If you turn off the power using the power
switch on the power supply you then have to hit the power
switch in front to start the computer but it still will
not start until you wait at least 10 minutes.
I thought I could figure this out since it has done this
since it was new but It has got me beat. Any help would
be great.
 
Is there a setting in the computer's bios that prevents it from rebooting
within a specific period of time (power off delay)? This is not a Windows
XP problem but a motherboard problem/feature since it has been happening
since the MB was new. A ten minute delay is a little long.

All the Dells that I have at work and at home will do similar in that when
XP turns them off, if I turn off the power center supplying the computer and
then turn it right back on, I have to turn on the computer at the computer's
power switch. If I leave the power center off overnight I can power it up
from the power center switch itself and don't have to turn it on at the
computer.
