I have a slide presentation that eliminates ending with a black screen.
However, other users will be opening this presentation and the setting does
not transfer to other computers when the presentation is opened. How can I
ensure that when someone else views the presentation that the black screen
will not appear?

I'm afraid you can't, exactly.

But you can put an end slide action setting on the last slide, even covering
the whole slide, so when someone clicks it, the show ends.
