I was running 98se before and I could turn on my computer
by pressing the mouse or space bar but now since I changed
to XP that function doesn't seem to work. Does anyone
know how I can reset the system so that function will work
again?

You could go into the Device Manager to check the Properties\ power
management settings for your keyboard and mouse. Expand the
categories, then right-click to see Properties, right-click.
(Control Panel \ System \ Hardware to get to DM.)

If you mean it's not starting from a powered-off state, that's a bios issue,
not Windows, as the HD isn't even active at that point.

Or are you trying to come out of standby or hibernation?
