power-on problems

This problem is bugging me for a long time.

When I access BIOS, the computer halts after few seconds and the green light
on case starts blinking (the one indicating power on).
Also, after a long (few hours) power down, the computer does not start
properly. Instead it restarts or halts with green light blinking after few
seconds (passing the boot-up procedure). Afterwards (after reboot) runs
properly.

Does anyone know what could the problem be?
My hints are
(1) motherboard battery
or
(2) power problem.

If the CMOS retains the proper time and settings, it's not likely to
be the battery. More often an inadequate or failing power supply will
do this, but it can also be a dying motherboard.

Which motherboard make/model/revision is this?

Have you inspected the interior of the system for anything amiss?
