Power management settings when nobody is logged in

I am using rooming profiles in W2000 domain. I am trying to deal with power
management on workstations, but I cannot find some relevant information. My
questions are:
1. Are power management setting (turning off monitor, standby, hibernation)
part of the profile or not? In other words, is it possible to set up these
settings generally for the machine and after that users are using these
settings and it is indenpendent on their profiles?
2. When some user logoff from the domain and the computer is waiting for
another action (login) with CTRL+ALT+Del window, which power management
settings are active?
