Power Light Flashes

I have a relatively new PC. Every so often, after powering off the PC, the
blue power light next to the HDD light gives a long, slow flash, and the PC
refuses to power back on. I have to disconnect the cord from the back and
let it rest for awhile before it will come back on.

Does anyone recognize this? I know I could take it back, but that's a bit
of a pain since I use it for work. I want to get some more info before I
take that step.

I'd suspect the PSU has inadequate 5VSB power capacity per
the system, or is failing.
