power issue?

Help Needed!

I have a Compaq PC S6220WM. I replaced the 250 watt ps with 350 watt ps.
Now the power LED blinks and the cpu fan spins fast then slow. What is
going on here? Any/All suggestions are welcomed. Could there be a 250 watt
ps only issue here? The system currently consist of cpu, memory, and video.

Is it a decent quality name-brand 350W supply? A generic
350W is probably lower true capacity than the original
Compaq 250W was.
