power hit during update

during an update a power hit occured (I did start over
and completed the update)now everytime I turn on my
computer and click to download my options I get an update
and status window which I have to close before I can see
my desktop. It's fine after that but happens everytime I
turn on my computer.

Your post reads like some files are corrupted. Run sfc with
the proper /switch. If that don't fix it you may have to do an
overlay install or as it is called a repair install. (if no harware is
fried).
I live in Florida and I will not turn a PC on without a quality
UPS device. I just founderd out of reinstalling everything about
every three or four months.
