Power failure when running chkdsk

You need to describe what is happening in more detail. Does the screen light
up? Does the initial BIOS screen appear? Is it completely dead? Etc.
 
Booting until XP boot screen (That shows XP Logo). Then generates a blue
screen and these error codes:

stop : 0x00000024 0x00190203 0x86265848 0xc000102 0x00000000

Can't start in safe mode either.

Is the data backed up? If not you should try to do that first. Slave
the drive in another XP or Win2k computer and see if the drive can be
read. If so copy the important data.

Then run chkdsk /r on that drive while it's installed as a slave drive.
