Power down utility

Is there an installable utility that will "force" external drives to
power down during periods of inactivity? I'm specifically referring to
my USB external drives that (so far as I know) are not affected by
WinXP's power management settings.

There is no standardised power-down command that works for USB
attached drives, so no, there is not. I don't know
whwther some manufacturers have specific, non-portable
solutions.

If the drive can self-induce sleep mode you can connect
it directly via IDE, configure that and then put
it back into its enclosure.
