Power down after shut down

I've had some problems getting compaq machines to always
auto power themselves off when shut down is chosen. I've
set the registry setting

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows
NT\CurrentVersion\Winlogon\]
"PowerdownAfterShutdown"="1"

In order that the machines are forced to power themselves
off, as we could not find what was causing some machines
to power down, and others to require a button down power
off, as the build, and the machines were as far as we
could tell identical.

My main question is how does this setting work? I presume
it brute forces the machine into powering down, in some
way that the standard windows shut down does not? What is
the difference between machines where this needs to be
set, and those that just power off when shutdown is
chosen, and this value is set to '0'.

Compaq, Dell, IBM, and most other fast food computer companies use the
cheapest hardware available. You have a low quality machine, that is your
problem. Contact compaq thell them your problem. You may have to update
your BIOS.
 
It's not the hardware, it's the BIOS that handes shutdown.

No wonder compaq has been rated at the bottom for years. Compaq created the
first clone, now they can't even follow industry standards for APM/ACPI.
