by using some program ?

No. you will need an AC ammeter and voltmeter

You can really get by without the voltmeter...
The voltage being either 115 or 230 will be close enough.

The ammeter of course being the necessity.

Otherwise...the best you can do is simply estimate by using published
figures for "typical" power consumption
of individual components. It should give you at least...an estimate

A device named Kill-A-Watt will tell you precisely how much power any device
in your home is consuming. Google for it. Costs around USD $20.00 and is
quite useful in any household. You might be surprised at the power
consumption of your Instant-On TV when it's "Off".
