Posting a link to Public Folders

Our organization is rife with folks sending large attachments to the entire
GAL. I need to find a way to allow users to put the file in Public Folders
and send just a link to the file.

I can't find a way to do this seemingly simple task. I've tried Outlook
2002 and 2003. This seems it ought to be one of the most basic functions of
Public Folders. Please tell me it can be done. (and how to do it :-)
 
Why posting the file to a Public Folder? This will still store the file in
the Exchange datastore (although separate from the mailbox store). Why not
using a networkshare for this? Then you can create a hyperlink like "Click
here".

Why post to PF? Because when a 1mb file is sent to 500 users, Exchange
server has to store 500mb. When posted to PF, only 1mb is stored.

PUBLIC Folders are *made* for storage of these PUBLIC files. Why on earth
create another storage location when Exchange (supposedly) provides for
this?
 
Not true. A Mailbox holds a link to the file not the file itself so it is
stored only once (since Exchange 2000). Still it's better to use a
filesystem instead of the mailbox/public folders store to save resources in
the limited store and to speed up back-ups.

Otherwise link to it by "outlook:\\public folders\all public folders"
