The "~QWindows" folder sounds like it might be a remnant from an
improperly completed or abruptly terminated installation; it's not a
normal part of the Vista installation. (There is, however, a 3rd party
application called QWindows; are you sure you haven't installed it?) To
be safe, first try hiding and denying all users - except the built-in
Administrator account, of course - permissions to access the folder. If
no adverse affects are noted after sever weeks, it's most likely safe to
delete the folder.
The "Program Data" folder is an essential part of the Vista OS, and
must remain if you want a functioning computer.
