post screen problems!

i have MB matsonic 8137c and duron1200 with 250W PS. when i connect hard
disk comp won't
boot (searching ide drive for 30 sec then goes to black screen with cursor
in left angle) and when i connect cd-rom or dvd and restart there's no power
in cd-rom and display stays in stand-by with no post screen!
but all the fans work fine (even on graphic card)!
all the components tested 100% ok
all master/slave jumpers connected right!

please help!

i don't get where's the problem!
 
Did you go into the BIOS and tell the system how/where/what to look for in
the way of drives?

yeah, overlord has a good idea. set all the drives to auto detect.
I had this problem once, but it turned out to be a bad hard drive.

problem was in floppy (could you believe)!
I dissconected FD and everything works!
There was a problem (I still can't believe I ****ed up so many hours on
BIOS, jumpers, cables ...)
Trew old one in garbage, bought new and everything ok!
Some luck! fixed comp for few $!
