Possible to Setup FTP to Allow File Transfers FROM a PC?

Is it possible to setup am FTP service to permit others to download certain
files directly from one PC to another? If so, I'd appreciate some feedback
as to where I might find out how that can be done.
 
Yes, if you have a FTP server application and static IP Address from your ISP. However this could be
a violation of your service agreement.

By FTP Server application, I presume you mean software, not that I would
nerd to file some application to permit me to setup FTP. That being the
case, I'd very much appreciate suggestions as to where and how might I get
an FTP Server application.
 
If you have Windows XP Pro, then you have it. It can be installed via Add/Remove Windows Component
(same area where IIS is selected to be installed/un-installed).
