Possible for a Sealed Ink Cartridge to Be Empty?

I sold a Canon BC-60 (genuine Canon) BJ Cartridge on eBay. The box was mint
and sealed with no expiry date.
Now the buyer claims it was empty (see below).
I bought 23 of them (BC-60 and BC-30e) from a store that probably had it on
the shelf for awhile. These boxes only listed Canon BJC 7000 and not the
Canon BJC 8000 like newer boxes do.
I sold them all and had no reported problems except this one.
Is it possible that the ink dried up even though the box was in mint
condition and sealed?

What would you do if you were me? Refund the money?

I received the print cartridge, but according to the printer message, "IT'S
OUT OF INK". I've taken the printer to a computer/printer repair shop and
they have verified it's out of ink. What are your proceedures when you sell
something faulty?
 
Tell the buyer to shake it rapidly about 5 times.this will break the skin
that has formed.

something faulty?Give him his money back. It is not too likely he is trying to shaft you for the
price of one cartridge.
