I was timing out when trying to download from my pop3 accounts and NNTP
downloads were slow. This was happening with all my email programs in Vista.

Here is what fixed it, drop to a command prompt and run:
netsh interface tcp set global autotuninglevel=disabled

Yes. I was having tonnes of intermittent network time out errors all over
the place and this is what ultimately fixed it as well.

thanks to both. This is good to know.

I did this and rec'd a message that said:
set global command failed on IPv4 The requested operation requires elevation.

Nothing worked for me, despite others saying this worked for them :(

After 4 gruelling days of installing/uninstalling, troubleshooting,
programming, etc. etc.
I FINALLY FIXED THE PROBLEM WITH EMAIL. I uninstalled McAfee, and EVERYTHING
(well email) WORKS LIKE A DREAM.... even MS Outlook 2002 and 2003 (which I
told told does not work with VISTA). Apparent MS Outlook 2002-2003 DOES work
with Vista. Thanks to all of you who tried to help me. I was determined to
get both emails working. :) :)

avast is an excellent virus program for vista, works on both 32 and 64 bit platforms.. even installs as 64 bit on 64 bit vista.

Outlook 2002 works with Vista. No-one ever said it didnt. It just wont
remember passwords.

this is a really good fix, but sadly it didn't work for me.
was wondering if you could listen to my situation...
having extremely slow downloads and frequent network timeouts... this
happens when downloading from IE7, iTunes Music Store, etc. When I try and
watch a youtube video, for example, only the first few seconds will play and
then it will stop, and it won't download further.
my problem is very similar to the problems that get solved with that command
prompt command, but my download problems continue.
can you think of any other reason this would be happening? i've tried
disabling all security programs.... all add-ons on IE7... tested the router
for vista compatibiltiy... my Vista was running great for awhile, but now is
done for.
any suggestions? i really appreciate it!

Sounds like a Vista connectivity problem rather than a
Windows Mail problem. You will get more help by posting
in the cognizant newsgroup:
microsoft.public.windows.vista.networking_sharing
