Portable VPN Connection

I have end users that work from home. It is possible to send them a
file that windows will create the vpn connection with password in all
(like a pc anywhere chf file)? I am sick of walking the users through
and making it each time we reinstall or give them a new computer.

Instead of resolving this particular problem, you should aim
for a general solution: How to support a user's PC/laptop
while he is in a remote location. I do this all the time, using
WinVNC in reverse takeover mode. If a user has a live
Internet connection then he clicks his VNC icon, which causes
his screen to appear on mine. Installation of the VNC package
at the user end is easy and can be done with a batch file.
Installation at your end is more demanding and requires
a tunnel through your firewall or router.
 
It would be slow but it is still far superior to either travelling
to site or stepping a user through a configuration process.

Given the fact that establishing a VPN tunnels the end user into your
network, do you really want to have a file out there that makes the
connection without prompting for authentication?

You might look at the Cisco VPN client as you can distribute VPN
profiles in your workstations' base image.

I use UltraVNC over dial-up and it's not too bad. Go into the options and
cut the colors down to 8 or 4 and it is acceptable for minor tasks such as
yours. I wouldn't want to spend much time working at that pace though.
