port status

I have RRAS on server1 and RADIUS on Server2, they can work fine with each
other. but there is an application x which is on server1, it listens to the
same port that Authentication and Accounting of RRAS and IAS (1645, 1646). it
sometimes works fine and sometimes doesn't. by which tools or commands(if
there is any) i can see the port status . i mean is there any way i can see
what is on my port and check it?

You could run this command:

netstat -ao
