Port reservation...

Dear Sirs, I'm using a program uses Java Applet that has
to connect to my server through the port 5099.

some times it works fine, and sometimes it cann't run it,
and i suspect that some other program was using that port,
or some other probles occured...

What do i need now is to know, is there anyway to reserve
that port for this program so no other programs will be
allowed to use it? or at least can i get the name of the
other program that uses this port now? and makes this
conflict? any commands to trace it?

You can use tcpview from www.sysinternals.com to determine the application
or service using the port.
