Port owned by Unknown Windows Application. Anyone know the cause?

I installed a modem pool client on one server and a modem pool server on
another, they worked ok but wasnt 100% impressed, I uninstalled the modem
pool client and put the modems back on that server but no everytime i try to
dial out i get an 10996 COM1 - Port owned by Unknown Windows Application. Any
ideas? I have reinstalled the software, the modems and ports, checked
msconfig for startup apps and services. Out of ideas
 
Make sure that Hyperterminal or any other type of "termminal application" is
not running. It think a FAX program could do that as well. Any program
configured to use COM1 for something will cause that even if nothing
physical is attached to the port.
