Port 80 Closed when ICS enabled on Advanced Server 2000

This is my first post regarding networking problems, and boy Ive been
through a lot of personal network problems. I hope this post works..

I am running Advanced Server 2000 on a cable modem. The ISP does NOT
block port 80 and I confirmed it ( i.e.
http://epsilon.hackerwhacker.com/freetools.php )

Here is the problem, when I use 'SheildsUp!' port checker, it says port
80 is fine and my websites serve up. When I enable ICS, web sites do
not server up and 'ShieldsUp!' reoprts port 80 has been Stealthed!

Now Im not a newbie to ICS. I have been through a lot with it and ran
it for many years now. I will tell you that I just recently went
through the biggest ICS problem imagineable. Basically, if you didnt
know, and you probably dont, if you installed SQLServer Service Pack to
kill that worm (forgot the name) it puts a registry key called
ReserverdPorts (like 1434-xxx or something) and somehow this prevents
ICS from working well, as in your computers on the LAN surfing the web
have ulta slow connection and time outs. The fix was to delete it.

Im thinking its possible that the 96 hours I banged my head trying to
find this 'ReserverPorts' issue I clicked on something that broke port
80 when ICS is connected. But honestly, like what? I really didnt
click on too much.

NO I AM NOT RUNNING A FIREWALL per say so know reason like that port 80
should block with Internet Connection Sharing. And NO the ISP does not
block. AND Yes I can view my websites on my LAN PERFECTLY but not
outside my LAN, i.e. the internet. I've run 'netstat -an',
'wfetch.exe', 'netmonitor', etc etc etc and all I have learned (and
actually im grateful I pinned it down this far) is that ICS Enabled
blocks port 80 out of nowhere. AND NO I am not going to use RRAS/NAT
instead.

NOTE: It seems like its only port 80 as the issue, too!

Is someone out there really experienced enough to tell me what broke or
how to find it? I feel like Ive checked everything but dont want to
rebuild another server just to find out I have this problem again.

I would use NAT instead ICS in this case so that you can manage all ports.
