port 443 error

use Frontpage 4.02 to publish. my host did some server changes.
since they did, have been having trouble. I log onto server in secure
https mode. no problem logging on. when I attempt to publish changes
and delete old photos it will begin the process and then give this
error part way thru:
"Could not find a web server at 'www.gasolinealleyantiques.com' on
port 443. Please check to make sure that the web server name is valid
and your proxy settings are set correctly. If you are sure that
everything is correct, the web server may be temporarily out of
service". If I try to publish again it might got thru, or it might
not. sometimes works, sometimes takes 2 to 4 attempts before it will
finish the whole process. Unbelieveably annoying since I might access
this server 5 or 6 times daily. my web host techs are trying to pass
the blame onto my ISP. does anyone have nay thoughts. who controls
port 443: my ISP, my personal computer, my server host? we did have
this problem a couple of time in the past few years, and ultimately
they always fixed it - but never took the blame for it?? I am not
technically savvy enough to argue my case with them. assistance
appreciated. direct email would be appreciated but I will try to
