Port 3389 Not Listening

I am unable to connect using Remote Desktop from Windows XP Home SP2 system
to Windows XP Pro SP2 system. I ran Port Query and discovered that port 3389
was not listening. How do I fix this?

Make sure Terminal Services is running on the PC...
