I am not running any type of program. how can I find out what other
program is using this port?

Download freeware "TCPView" from the sysinternals site. It will tell
you which process has the port open.

As other have mentioned TCPView will be helpful and you will probably find that
lsass.exe is using it which is very normal. You can also use Process Explorer to
further find out information by examination the properties of the process using the
port and viewing "services" tab. The target computer should be itself or another
computer on the lan - not an internet computer other than a VPN connection. ---
