Popup Task Manager - Weird

I have a computer here, were the task manager just pops up, the whole pc
slows down. It happend before, I reinstalled Windows XP, for two weeks no
problem and now it started again. Gremlins?

The First Question Of Troubleshooting: what changed between the time
things worked and the time they didn't?

The Second Question of Windows Troubleshooting: what is the
malware/virus status of the machine? If you think it is clean, what
programs (and versions) did you use to determine this?

Be sure the computer is clean:

We use Symantec antivirus 10, newest def. It is managed by the server (and me)
The pc is clean. And nothing has changed on the machine since then. The
users cannot change or add anything anyway.
 
Try using Process Explorer (www.sysinternals.com - now bought and managed by
Microsoft) and after starting it up, see if the Task Manager was started by
another process. If it was started by another process, the Task Manager
will be owned by a parent process and you can see who started it.

An anti-virus will not catch all spyware, adware and other malware.
