Popup Messages to all Desktop

I want to send popup messages to all users,

1) User should get message only once when they swith on
desktop early morning.
2) Message should be flashed on all OS e.g
win95,win98,Win2k, WInXP desktop.
3)If I want to send some Imp Messages on all type of OS at
anytime of the day how to do it.

Can someone guide me to solve above problem.

You could schedule a 'net send' command to run every morning.

Write a script to create a task...that pop-ups a browser screen with your
message that is stored centrally
