Popup menu - commandbar drag and float property ?

In the context popup menu of shapes the "Order" popup menu has a little title
area on top , enabling dragging and floating it or to dock somewhere - how
can i add this behavior to my own popup menu ?

I cant find which commandbar(?) property to set.
 
The tear-away area appears only on popup menus which have their own built-in
toolbar.

toolbar is an object type of commandbar - by popup menu tree has many
commandbars but none gets this "tear away area" - can you be more specific
how can i implement this ?

Sorry, I wasn't clear enough. It cannot be natively implemented. It is not
supported by Office.
