Popup form similar to MSN Messenger or Norton LiveUpdate?

Hi

I want to build my app so that it sits in the system tray and then pops up
with calendar reminders with little windows like the way that MSN Messenger
shows you when you have a buddy that signed in or Norton AntiVirus
LiveUpdate lets you know when it is updated.

Is this possible in VB.NET?

VB.NET and C# (winform apps only). It's very easy to use and has a
good number of built in features.
